Google and the other major search engines read all of your page content in order to decide, based on the information found, where your site is going to be ranked within its listings. If your page includes different topics, it is especially inportant to include Heading tags in order to separate this content into its component parts.
The H4 Heading Tag is not as powerful as an H1, H2 or H3, but it is still an important tag as if correctly used it will show depth to your content. Again, it should be used for your primary keywords where possible. Often the Heading tags are misused, underused or ignored completely, and that is a shame for the sites concerned as a well used Heading tag will give your page an easy ranking boost.
Do not overuse the H4 tag as this will work against you. The more major headings you have, the more different topics on the page, so the less focused the page, so the less important it is for google traffic, so the less likely you are to appear.
Your page is better off having Page Heading Tags running from H1 to H6 than it is having multiple H4 tags.
