Google initially invisaged that each link pointing to a website would count as a vote for that site. Working on the theory that you would not recommend a bad site by linking to it from your site. Reciprocal Links

Reciprocal links are links whereby you link to site "B" in exchange for site "B" linking back to you. The problem with reciprocal links is that it is easy for a search engine to see both of your links and it will rightfully conclude that you have done a deal together, so as a consequence the value of these links has diminished over time.

One way Links

Having a link pointing to your site without you having to link back is much more powerful for your site and it's potential rankings. A one way link is seen as a powerful "vote" for your site, and is therefore regarded as being more important. Google has a campaign against paid links as it sees these as cheating in this game of popularity. For this reason it is important to be careful where you get your links from in order to comply with the major search engines terms and conditions.
